A learner sees a therapist and starts requesting attention. A vending machine lights up and someone reaches for their wallet. A difficult worksheet appears and problem behavior increases. A student finishes physical education and suddenly starts asking for music.
Something happened before the behavior. The behavior changed. So the antecedent must be an SD, right?
Not necessarily.
This is one of those mistakes that becomes easier to make once you know enough behavior analysis to recognize the vocabulary. You see an antecedent. You see a change in responding. SD feels like the obvious answer.
But discriminative stimuli are not defined simply by occurring before behavior, and motivating operations are not just “internal states” that make someone want something.
Both can alter responding. The question is why responding changed. And one distinction solves a surprising number of these questions:
Value is not the same thing as availability.
A stimulus does not become an SD merely because behavior occurs more often in its presence.
For discriminative control, the relevant history involves a difference in the effectiveness of a response across stimulus conditions — the response has historically contacted reinforcement more reliably under one condition than under a relevant comparison condition.
A motivating operation does something different. It changes the current effectiveness of a consequence and alters behavior that has historically produced that consequence.
Both relations can produce more behavior. Both can involve observable antecedent events. And sometimes the same environmental event can participate in both — which is exactly why “the response increased when X appeared” doesn't finish the analysis. It barely starts it (Michael, 1982; Michael, 1993; Laraway et al., 2003).
Imagine you have not eaten since breakfast.
By late afternoon, food is likely to be a much more effective reinforcer than it was immediately after lunch. Behaviors that have historically produced food may increase: opening a delivery app, walking toward the kitchen, asking what's for dinner.
What changed? Not whether food could be obtained. What changed was how effective food currently was as reinforcement. That is motivational.
Now imagine you walk past a restaurant and see the illuminated OPEN sign. You have a history in which entering and ordering while that sign is on produces food, whereas the same behavior does not produce food when the restaurant is closed.
What changed? The sign did not make the food more valuable. It signaled a stimulus condition under which entering and ordering has historically contacted reinforcement more reliably than under the closed condition. That is discriminative.
That distinction is much more useful than memorizing “MO means motivation” and “SD means antecedent.”
Think about hunger and an OPEN sign.
Hunger: Food matters more right now.
OPEN sign: Ordering here has worked under this condition.
Now separate them.
You can be starving in front of a restaurant that is closed. Food is highly valuable. The relevant response is not effective under that stimulus condition.
You can also walk past an open restaurant immediately after finishing Thanksgiving dinner. Ordering can still produce food, but food may have very little reinforcing value at that moment.
Once those two variables are separated, MO-versus-SD questions become much easier. One changes value. The other depends on a differential reinforcement history for a response.
Suppose a learner requests attention twelve times after lunch but only three times after recess. You cannot look at those rates alone and conclude that lunch is an SD for attention requests.
Maybe requests have historically produced attention more reliably after lunch than after recess. If so, discriminative control may be relevant.
But maybe requests produce attention equally often in both conditions, and attention simply becomes more valuable after lunch because the learner has just spent 30 minutes working independently. Now the same response-rate difference points toward a motivational relation instead.
The observed behavior is identical — more requesting after lunch. The controlling relation is different.
That is precisely why the exam can make these questions difficult without using obscure content. It can give you the same surface pattern and change the history underneath it.
The reverse mistake happens too.
A learner receives 20 minutes of unrestricted attention before a session. During the session, every appropriate request still produces attention exactly as it always has. Requests drop sharply.
It is tempting to say: “Attention must no longer be available, so something is functioning as an SΔ.”
But the contingency did not change. Requests still work. What changed may be the effectiveness of attention as reinforcement. If free access reduces the value of attention and attention-seeking decreases, that is consistent with an abolishing operation.
Lower behavior does not prove reinforcement is unavailable any more than higher behavior proves reinforcement is available. Again: value is not availability.
This is where permanent-label thinking really starts to break down.
Imagine an employee needs a document stored in a locked archive room. When the door is locked, a key becomes especially valuable because access to the key is now necessary to obtain the document. The locked-door condition can therefore participate in a transitive conditioned motivating operation: it increases the effectiveness of the key as reinforcement and evokes behavior that has previously produced the key (Michael, 1993).
Now add another history. Whenever the archive door is locked, asking the receptionist for the key has reliably produced it. When the door is already unlocked, asking for the key does not.
Now the locked-door condition can also participate in discriminative control over asking the receptionist.
Same door. Same physical condition. Two different behavioral relations. There is nothing contradictory about that.
The mistake would be asking: “So which one is the locked door really — an MO or an SD?”
Behavioral function is not a permanent label stored inside the stimulus. The better question is: what relation are we analyzing?
Another tempting shortcut is: internal condition → MO, visible environmental stimulus → SD.
That is not the distinction either. Motivating operations can be completely external.
Suppose you need to print an important document and discover that the printer has no toner cartridge installed. Suddenly, access to a toner cartridge becomes much more valuable. You begin searching supply closets, asking coworkers, or placing an order — behaviors that have historically produced toner.
The missing cartridge is not an invisible internal motivational state. It is an observable environmental condition participating in a motivational relation.
Likewise, an obvious visible stimulus is not automatically discriminative. Physical location does not determine behavioral function.
This one is built so that “requests increased” is not enough. Pay attention to what stays constant and what additional evidence the BCBA collects.
A student can earn 2 minutes of music after appropriately requesting it. The same request-to-music contingency operates throughout the school day.
Across several days, requests average 3 per 30 minutes immediately before physical education and 11 per 30 minutes immediately after physical education. No comparable change occurs across art class.
To investigate further, the BCBA conducts a separate reinforcer assessment using a different simple response. Under identical response requirements, music maintains substantially more responding immediately after physical education than immediately before it.
Which interpretation is BEST supported by these findings?

After physical education, two coordinated effects are demonstrated:
At the same time, the request-to-music contingency does not change. That is the critical combination described by motivating-operation terminology (Michael, 1993; Laraway et al., 2003).
The question isn't answered by: “Requests went up.”
It's answered by: reinforcer effectiveness increased while the response–reinforcer contingency stayed the same.
Response rate tells you what changed in behavior. It does not, by itself, tell you why. To separate MOs from SDs, ask what happened to consequence value and what happened to the response–reinforcer relation.
There is a bigger lesson underneath MO versus SD.
Behavior analysis does not work by permanently naming objects. A green light is not inherently an SD. A locked door is not inherently an MO. A therapist is not inherently an SD for attention. A difficult task is not inherently an EO for escape.
Those labels describe functional relations demonstrated by a particular history and set of effects — the same reason the word “water” can function as a tact in one situation and a mand in another, the same reason praise can function as reinforcement in one context and fail to function as reinforcement in another, and the same reason the topography of a behavior can't tell you its function.
The form stays the same. The relation changes.
So when an exam item presents an antecedent and behavior changes, resist the urge to ask “what kind of stimulus is this?” Ask two narrower questions first: Did the value of the consequence change? Did the effectiveness of the response differ across stimulus conditions?
Those questions will get you much farther than “it happened before the behavior.” Because on the exam — and in behavior analysis more broadly — value and availability are not the same thing.
